FREE SPEECH
Navarro College employees have constitutional rights to freedom of speech or expression. However, an employee does not have an absolute constitutional right to use all parts of the college for unlimited expressive purposes. When an employee makes statements pursuant to his/her official duties, the employee is not speaking as a citizen for first amendment purposes and therefore, does not insulate the communication from employer discipline.
