      What is the plan for employees to return to campus during Summer 2020?

      Navarro College plans to resume in-person campus operations in phases this summer. In each phase, the College will work with local health officials to monitor and ensure that the risk of contagion is managed effectively before proceeding to the next phase.

      Phase I (May 11 – July 9)

      Per Phase I in the Opening Up America Again Plan (https://www.whitehouse.gov/openingamerica/) and Governor Abbott’s Executive Order GA-21 (https://gov.texas.gov/uploads/files/press/EO-GA-21_expanding_Open_Texas_COVID-19.pdf), Navarro College will continue with modified instruction and operations as follows:

       

      May 11 – June 1
      • During Phase I, campuses will remain closed.
      • During Phase I, designated employees may be requested to be onsite during this time to perform necessary functions.
      • During Phase I, the campus will be available Monday through Thursday 10am – 2pm ONLY for faculty and staff. In accordance with CDC protocols, wearing a mask is highly recommended, but is not required. In addition, everyone should self-screen using the Coronavirus COVID-19 triage form prior to coming on campus. Social distancing will be utilized.
      • During Phase I, May Mini courses will be delivered online.
      • During Phase I, faculty will work remotely except for CTE faculty completing spring course work (occupational therapy assistant, medical lab technology, physical therapist assistant, associate degree nursing, emergency medical technology, fire academy, John Deere Ag tech, petroleum technology, computer information technology, police academy and welding). Students completing coursework in these classes are following established CDC, Governor Abbott and local health official protocols.
      • During Phase I, libraries on Corsicana and Waxahachie campuses will be open during the times of 10am-2pm and 5pm-8pm, Monday through Thursday.
        • Students entering the library will follow the CDC screening guidelines (https://www.cdc.gov/coronavirus/2019-ncov/index.html).
      • During Phase I, Testing Centers in Corsicana and Waxahachie will be open by appointment only for TSI, GED and Adult Ed tests from Monday – Thursday.
        • Availability is limited and will be reserved only for those students who do not have the capability to test from home.
        • Mexia and Midlothian Testing Centers will remain closed.
        • Students entering the Testing Center will follow the CDC screening guidelines (https://www.cdc.gov/coronavirus/2019-ncov/index.html).
        • For in-person appointments in Corsicana, contact (903) 875-7457 or email testing@navarrocollege.edu.
        • For in-person appointments in Waxahachie, contact (972) 923-6429 or testing@navarrocollege.edu.
        • For Adult Education Testing contact (903) 875-7464 or gabriela.guerrero@navarrocollege.edu.
      • During Phase I, bookstore is available for online orders and curbside pickup by appointment.
      • During Phase I, Beautique in Corsicana is open in accordance with Governor Abbott’s Executive Order and CDC guidelines.
      • During Phase I, the Museum and Giftshop is open in accordance with Governor Abbott’s Executive Order and CDC guidelines.

       

      June 2 – July 8
      • During Phase I, faculty will work remotely except for CTE faculty who will begin courses teaching online and will transition to face-to face when authorized (occupational therapy assistant, medical lab technology, physical therapist assistant, associate degree nursing, emergency medical technology, fire academy, John Deere ag tech, petroleum technology, computer information technology, police academy, welding, cosmetology and massage therapy). Students completing coursework in these classes are following established CDC, Governor Abbott and local health official protocols.
      • During Phase I, designated employees may be requested to be onsite during this time to perform necessary functions.
      • During Phase I, the campus will be available Monday through Thursday 10am – 2pm ONLY for faculty and staff. In accordance with CDC protocols, wearing a mask is highly recommended, but is not required. In addition, everyone should self-screen using the Coronavirus COVID-19 triage form prior to coming on campus. Social distancing will be utilized.
      • During Phase I, Summer 1 will be online only.
      • During Phase I, 12-Week Summer hybrid will start online until authorized to switch to face-to-face.

       

      July 6 - 8

      Preparation for Phase II begins. Supervisors will work with individual employees on potential modifications to work schedules.

      Phase II (July 9 – August 12)

      Per Opening Up America Again Plan Phase II and Governor Abbott’s Executive Order GA-21, Navarro College will begin transitioning to face-to face classes, opening campuses to the public and having more students and personnel on campus during Phase II.

      Self-screening should continue in accordance with CDC guidelines.

      • During Phase II, designated employees may be requested to be onsite during this time to perform necessary functions.
      • During Phase II, the campus will be available Monday through Thursday for faculty and staff. Social distancing will be utilized.
      • During Phase II, 12 Week Summer and Summer 2 hybrid classes transition to face-to-face, based upon meeting Phase II criteria.
      • During Phase II, housing will reopen on a limited basis.
      • During Phase II, campuses will be open to the public based upon meeting Opening America Phase II criteria and Governor Abbott’s Executive Order.
       
      August 3

      Preparation for Phase III to begin

      Phase III (August 13)

      Per Opening Up America Again Plan Phase III and Governor Abbott’s Executive Order GA-21, Navarro College will resume operations during Phase III.Self-screening should continue in accordance with CDC guidelines.

      • During Phase III, modified instruction and operations end.
      • During Phase III, staff will return to campuses and resume assigned work schedules.
      • During Phase III, faculty will report on August 18.
      • During Phase III, housing students will move in on August 21.
      • During Phase III, fall classes will begin on August 24.

      Supervisors will recommend the positions to be included in each phase based upon the College’s business needs.

      Should I wear a face mask or covering on campus?

      Navarro College requires all individuals on campus – including employees, students, visitors, and contractors – to wear face masks or face coverings when in the presence of others. Please note that face masks are not a substitute for proper social distancing.

       

      Can a student or employee request an exemption from the requirement to wear a face covering?

      Yes. Some individuals may not be able to wear a face covering due to a pre-existing medical condition or other disability. Students should contact the Office of Disability and Access Services to request an exemption. Employees should contact the Human Resources Department.

       

      Do I need to wear a face covering in my office?

      Individuals who have private offices are not required to wear a face covering when alone. However, when other individuals join you, all individuals are to wear a face covering.

       

      Are face coverings required in work areas that are separated by cubicle walls or partitions?

      Face coverings must be worn in any public area, even if you are in your own workspace. However, a workspace is not in a public area when it allows for reliably maintaining a physical distance of six feet from others and includes a physical barrier between other workspaces. In these areas, a face covering is highly recommended but not required.

       

      Can a supervisor request documentation, including medical certification, if an employee who has been asked to return to their worksite is uncomfortable doing so?

      No. Employees should be referred to Human Resources if they have concerns about returning to work.  Medical documentation may only be requested by or shared with Human Resources.

       

      How should supervisors address employee health concerns?

      Supervisors should direct all employees with health questions or concerns to the Human Resources Department for assistance.

       

      What if an employee or student tests positive for COVID-19?

      Faculty and staff who tests positive for COVID-19 should contact Human Resources immediately. ​A student who tests positive should contact Disability and Access Services.  These individuals will place themselves in self-isolation as determined by local health officials at the time of testing, and may return to Navarro College only after being cleared to return by their health care provider, or at least  10 days have passed since symptom onset and at least 24 hours have passed since resolution of fever without the use of fever-reducing medications and other symptoms have improved.  Those with more severe illness and symptoms thereof may warrant a lengthier isolation period as determined by the healthcare provider.

       

       

      What if an employee experiences symptoms of COVID-19?

      Anyone showing the following symptoms should not report to campus and should contact their supervisor immediately to make alternate working arrangements until they can contact their health care provider:

      • Cough
      • Shortness of breath or difficulty breathing
      • Chills
      • Repeated shaking with chills
      • Muscle pain
      • Sore throat
      • Loss of taste or smell
      • Diarrhea
      • Feeling feverish or a measured temperature greater than or equal to 100 degrees Fahrenheit

       

      Will employees be required to wear masks in the workplace? Do I have to wear one if I do not want to?

      Navarro College will require employees, students, visitors and contractors to wear face masks or face coverings when in the presence of others. Please note that face masks are not a substitute for proper social distancing.

       

      Will Navarro College provide face masks for employees?

      All students, faculty, staff and visitors should bring their own face covering. Navarro College will provide a face covering on the occasion that someone arrives and left theirs at home.

       

      Will employees be required to undergo health screenings before returning to campus?

      Each day employees are coming to campus they must self-certify that within the last 14 days they have not been COVID positive, do not have COVID symptoms, and have not been in the presence of anyone known to be COVID positive. If the answer to any of these questions is “yes,” that individual will be required, self-isolate for 14 days, and may return to Navarro College only after being cleared to return by their health care provider or in accordance with the most recent local public health and medical guidance.

      What is the Families First Coronavirus Response Act (FFCRA)?

      The Families First Coronavirus Response Act (FFCRA) requires certain employers, including Navarro College, to provide two forms of paid leave to assist employees impacted by COVID-19: Emergency Paid Sick Leave (EPSL) and Emergency Family and Medical Leave (EFMLA).

      FFCRA leave, including EPSL and EFMLA, is accessible when the employee is unable to perform the assigned duties due to certain, specified COVID-19-related reasons.

      What options are available if employees want to self-monitor or self-isolate due to risk factors?

      Employees who belong to categories considered to be at higher-risk of getting sick from COVID-19 should consult with Human Resources about requesting an accommodation. Otherwise, employees may take other paid leaves as applicable to their position and situation.

       

      If an employee is coughing or displaying other symptoms, can a supervisor require them to go home?

      If an employee is ill, coughing, or displaying other symptoms, the employee should be sent home to minimize exposure to others. The employee should utilize paid leaves as applicable to their position and situation.

       

      An employee has a child whose school or day care is closed due to COVID-19, and they have no other childcare arrangements. What options are available?

      Employees should consult with Human Resources about requesting an accommodation due to COVID-19 reasons.

       

      Does Family and Medical Leave Act (FMLA) leave apply to absences due to confirmed cases of coronavirus?

      Yes, coronavirus qualifies as a “serious health condition” under FMLA, allowing an eligible employee to take FMLA leave if either the employee or an immediate family member contracts the disease.
